Coen V. Purvis joined
Hallmark Partners in 2002 as Senior Vice President.
With over 17 years of professional experience in real
estate and planning, Mr. Purvis began his career with Reynolds,
Smith and Hills, a leading architectural, engineering and planning
firm located in Jacksonville.
In 1990, Mr. Purvis joined Baita International, Inc., a
$425 million real estate investment and management company.
Serving as Senior Vice President of Business Development,
Mr. Purvis oversaw the development, acquisition and business
operations of more than $150 million in retail projects.
Responsibilities included identification of potential
investments, contract negotiations, due diligence, offering
memoranda, financial analysis, construction management and
disposition strategies.
Prior to joining
Hallmark, Mr. Purvis spent three years serving as Chief of
Comprehensive Planning for the City of Jacksonville’s Planning and
Development Department.
Appointed by Mayor John Delaney, Mr. Purvis oversaw all land use
and zoning issues including requests for land use changes,
re-zonings, exceptions, deviations and waivers, PUDs and DRIs.
Other responsibilities included zoning code interpretation
and enforcement, historical preservation, neighborhood and
district planning studies, brownfields program, and capital
improvement planning. In
addition, Mr. Purvis also served as staff to the Jacksonville City
Council and Planning Commission.
Mr. Purvis has a Master
of Science degree in Planning as well as a Bachelor of Arts degree
from Florida State University. He is a member of the American
Institute of Certified Planners, American Planning Association,
National Association of Industrial and Office Properties, and the
International Council of Shopping Centers.
